
Senator Sibá Machado (PT-AC) pointed out, on Monday (16), that Congress should carry out a civilized debate, seeking a “political understanding” in the new relations arising from elections. This understanding would be close to the Spanish concept of concertación.
Sibá remarked the concertación emerged after Franco’s dictatorship, due to the idea parties should join efforts in order to approve bills of common interest, thus helping the country to overcome its problems.
Sibá mentioned Chile, where concertación gathers left wing and center parties as they choose a candidate and form a parliamentary bloc. According to him, it makes governing easier.
- It’s not clear yet how a concertación might work in Brazil. However, many opposition sectors seem to accept it, and depending on the elections second turn result, there might be a concertación next year. At least the political reform, the end of reelection and budget elaboration would be scheduled for voting. This schedule is important to change Congress image, which has been damaged in the last months - said Sibá
During his speech, Sibá remarked the history of the Republic in Brazil, pointing out Luiz Inácio Lula da Silva was the first elected president coming from the lower class, with 53 million votes in 2002.
- From now on, we must conciliate democracy consolidation and fiscal balance and development. National concertación agenda includes strengthening the institutions, party gathering and the economy; with a fair income for all and the struggle for political, economic and intellectual democracy - said Sibá.
Sibá stressed out “everybody wants peace, a fair income and knowledge”.
- If we do our best, we can make this country the leader in the experience of solidarity and development- Sibá said.
