
Senator Aloízio Mercadante read in Plenary on Tuesday (27) a resolution approved by the United States' House of Representatives that classifies Brazil as regional "leader and partner" and recognizes the effort of the country in the "trail for the development", especially for the change in energy resources and its efforts for preserving tropical forests.
The Resolution 651 asks the North American president, George W. Bush, to deepen bilateral relations with Brazil. It recognizes the country’s role as regional leader and praises its role in the leadership of the United Nations’ mission for Haiti’s stabilization. The resolution also praises Brazil for being successful in diversifying energy resources and reducing its dependence from oil. The resolution also supports the memo of understanding of March 9, 2007 signed between United States and Brazil on biofuel as an important step to strengthen bilateral relations, hemispherical integration and energy diversification.
- I want to register the recognition of Brazil’s effort to improve sustainable development, income distribution and life conditions and the change of the energy model, made by reliable institutions like United Nations Development Program (UNPD); controversial ones, as United States House of Representatives; and independent ones, as La Nación newspaper, from Argentina - the senator said.
Mercadante pointed out that the Argentinean newspaper La Nación published a report in which it highlighted that Brazil was becoming an emerging power, and it was assuming a Southern Hemisphere leadership role.

Aloizio Mercadante reminded that, for the first time in history, Brazil integrates the group of high Human Development Index (HDI) countries, according to report published by UNPD. The parliamentarian mentioned that, in UNPD new report on the effects of global warming, Brazil was mentioned 103 times in a positive way, thanks to tropical forests preservation’s efforts and to the progress in the use of the biofuels and of ethanol.
